A Proclamation

Be it known that on this day 13th May 1944 in Lat. 66 30 N. Long. 2 15 E, the Worthy and Esteemed J.W. Humphreys being bound for The Land of the Midnight Sun, whilst on the Loyal Service of his Britannic Majesty, did, with my Royal Consent, enter these Dark and Frosty Wastes by Crossing the Arctic Circle, by Virtue Whereof, I, Neptunus Rex, Ruler of the Raging Main, do hereby declare him a Loyal and Trusty Bluenose, and do call upon all Icebergs, Sea Lions, Narwals, Polar Bears, Whales and other creatures of the Frigid North, to show him due Deference and Respect.
