Charles Rowlands was Chairman of the Buckley Urban District Council in 1941.

His father, William, came fifth in the poll and was one of fifteen elected to the first BUDC in 1897: he became Chairman in 1914.

His son, Major William Leslie Rowlands, was Chairman in 1959. He also was headmaster of the Board School, now Westwood.
