Issue No 42 (Autumn 2006) of the North East Wales Wildlife Group states:

The Commons Act 2006 received Royal Assent on 19th July. It gives the public powers to prosecute for unlawful works erected after 28th June 2005 without the consent of the Secretary of State for the Environment of the Welsh Assembly government. The Act enables the establishment of statutory commons councils with powers. (quoted from Bt Wildlife August 2006).
