For the 2005 Jubilee, the North Wales Police, Flintshire County Council and the Welsh Assembly paid £750 for a juggler and balloon artist to entertain the onlookers under the Flintshire safer town centres initiative. This was not universally welcomed as a suitable activity for a religious event.
